Summary

use ssh keepalive flags only for gcloud compute ssh
use the matching scp keepalive flags for gcloud compute scp
cover the new scp flag usage in the workflow test

Test Plan

bash tests/test_workflow_shared_config.sh
ruby -e 'require "yaml"; YAML.load_file(".github/workflows/main.yml")'\n- git diff --check


          ci: use scp keepalive flags correctly
