Voice becomes the primary agent-chat surface with explicit Normal/Private persistence, responsive accessible live controls, canonical Voice provenance, and truthful external versus managed operating boundaries. Tests: focused 23/23, full 360/360, typecheck, changed-file lint, build, responsive browser validation, and secret scan passed.
