- Documento detalhado sobre implementação de fase de avaliação - Similar ao padrão de anuência já existente - Inclui: estrutura de dados, services, APIs, testes, timeline - Responde demanda: campo de motivo da seleção (SELECIONADA/NAO_SELECIONADA/CLASSIFICADA) - Branch: feat/evaluation-phase
