feat: improve empty state for LatestMergedPRs

What this PR does

Adds a dedicated EmptyMergedPRs component for when there are no merged pull requests to display.

Changes

• Created EmptyMergedPRs component with GitPullRequest icon
• Personalized message when username is provided
• Call-to-action link to explore open source projects
• Dark mode support
