MCM and POIM descriptions have been added to the schema-level README.

What to do
Read the descriptions.
Note: the POIM only purpose so far is to enable the "Parking Availability" use case, hence the POIM-PA acronym used in the description and ETSI documentation. Other use cases will very likely be covered by this message in the future, so we kept the generic POIM without the -PA extension in the schema.
