Renames feature toggles in all feature toggles documentation to feature flags. I made the changes using Claude, and it effectively just did find and replace of toggle with flags (no changes to sentence structure were required anywhere).

All of the old pages are left with a redirect to the new page. Because the old pages are still there, we don't get a nice rename diff. The easiest way to review is (unfortunately) to check out the docs locally, paste the new file contents in to the current pages, and review the local diff.

Still to do

  • Update screenshots: All screenshots still have the old UI with feature toggles. We still need to confirm that we're making this change, make the UI changes, and then we can update the screenshots.

Part of DEVEX-407

Renames the feature toggles documentation section to feature flags,
updating all page titles, nav sections, descriptions, and body text.
Adds redirects from the old /docs/feature-toggles/* routes to the
new /docs/feature-flags/* routes.
