When --allow-distributed-wells=true, the zoltanwell partitioner ignores wells completely and zoltan and metis paritioner put high weights on edges between well connections (plus add additional edges between each pair of well connections). This PR adds a new option somewhere in between. The edges between well connections can be multiplied by a user-provided factor.
We hope that the new option will improve the quality of partitioning with distributed wells.
