Adds 10.16.1 manifest for TensorRT

Things done

I realized this change (alone) should maybe be in cuda-legacy?

I guess for this change to make sense, we'd also want to change the default version from 10.14.1 -> 10.16.1. Should I do that?

I've also got the manifests for TensorRT 11.0.0 here: elliotberman#1 (base is this PR). There were some URL changes which I've incorporated in the helper.bash

I think this is fine; I'd hold off on making it the default in this PR (since generally there's a bunch of in-tree consumers which are... fragile).
