docs: add quick start guide

Summary

• add a bilingual quick start guide for installation, YAML import, subscription refresh, and export
• link users back to the existing build, testing, network policy, and offline security docs
• keep the change limited to documentation only

• Documentation-only change; no runtime code changed.
• Checked repository rules in AGENTS.md before making the change.
