fix(api): Add a tenant_state field to VpcPrefix message

Description

Adds a coarse tenant-facing tenant_state to VPC prefix status to be used by the REST API layer. The RPC mapper now derives this field from the VPC prefix controller state and immediately reports soft-deleted prefixes as terminating, similar to NetworkSegments.
