Inference: Use FA4 for prefill and FA2 for decode

What does this PR do ?

FA 4 is fast for prefill on blackwell, but not for long sequence length decodes (most likely because of the lack of split-k support). This PR makes it such that inference uses FA4 for prefill and FA2 for decodes.
