This isolates the PDF interpolation backend (into pdf_backend.rs) in order to support multiple different backends, to which the users can select at runtime. Currently, the LHAPDF and NeoPDF backends are implemented.
The backend can be specified from the CLI via the flag
--pdf-backend. If no backend is specified, it will default to LHAPDF.
