Closing as this is no longer needed for NASA-AMMOS/plandev-ui#1746 since now the gateway and not the UI is doing the user provisioning. Gateway does direct DB-write with elevated DB credentials (not a new paradigm for gateway) so Hasura permissions are no longer in the path for user provisioning. |

Description
This pull request is a minor pull request supporting this PR in Aerie-UI. It introduces very little - namely just ensuring that if a non-admin user wishes to update the
userstable in Hasura, it can only update itself.
