--version/-Vflag prints the CLI version (e.g.mmcif-dict 0.3.1) andexits; the version is sourced from
build.zig.zonvia a build option so itstays in sync with the release automatically (feat: add --version / -V flag #37)
Bumps version to 0.3.1 to match the
--versionflag added in #37 (which was missed in the last release).
