Adds a
.github/dependabot.ymlenabling weekly Dependabot version updates for thepipecosystem (pyproject.toml at repo root) andgithub-actions(existing workflows in .github/workflows). This is purely additive and non-breaking: it introduces a single new config file and modifies no existing files. open-pull-requests-limit is set to 5 per ecosystem.
