Adds a near-real-time Juggler screencast streaming path for viewing what Rotunda is rendering. The browser side now includes frame timestamps and more flexible frame ack handling.
Adhoc script is used as a POC of this - to launch or attach to Rotunda, consume screencast JPEG frames, and serve them as HLS or MJPEG. These are viewable in QuickTime/VLC with some delay because of how hls uses chunked media files... realtime usecases can use a more realtime protocol to consume the same underlying screencast stream.
