Summary
Add a Seal-powered workflow that prepares release pull requests, keeps the release workflow version synchronized, and publishes that prepared version through cargo-dist. Document the release flow and include formatting and configuration changes in generated changelogs. After merge, enable Actions pull-request creation in repository workflow permissions; it is currently disabled.
Test Plan
Validated Seal config and alpha dry run, cargo tests, formatter check, prek, zizmor, and pinned actions.
