Document billing payment history feature

Adds documentation for the new Payment history feature on the org billing page in the hosted app.

Changes:

• docs/hosted/overview.mdx — Added a new "Billing" section with a "Payment history" subsection describing the payment history table columns (Date, Amount, Status, Receipt), receipt availability states, and how to top up credits.
