feat: expose V26 app composition state

Summary

• Add App Change Plan composition DTOs to admin-data responses.
• Preserve service/action/agent lifecycle state for Console and generated clients.
• Update V26 spec, implementation plan, OpenAPI contracts, and Lenso skills for the App Composer flow.
