feat: surface service operation inventory

Summary

• Add TypeScript service operation metadata helpers to the remote-module and service kits.
• Show service operation inventory and operator cues in Runtime Console service views.
• Fix service-kit prepack so clean package-readiness builds remote-module-kit first.

Validation

• pnpm package-readiness
• pnpm exec vitest run src/pages/services-model.test.ts packages/remote-module-kit/src/index.test.ts packages/service-kit/src/index.test.ts
• pnpm exec tsc -b --pretty false
