Expose console config host API

Summary

• add host API hooks for reading/writing runtime config values from console packages
• reuse the shared config values query key in the built-in Configuration page
• bump @lenso/runtime-console-api to 0.1.2 and keep package-hosted-console passing ultracite

Validation

• CI=true pnpm --dir lenso-runtime-console check

Release note

• npm publish for @lenso/runtime-console-api@0.1.2 was attempted locally but blocked by npm auth: npm whoami returns E401; registry still has 0.1.1 as latest.
