feat(release): package hosted console artifact

Summary

• add a hosted Runtime Console artifact packager that emits lenso-runtime-console.tar.gz plus sha256
• add a publish-hosted-console workflow for release artifact uploads
• document the artifact consumed by lenso host update-console

Verification

• node --check scripts/package-hosted-console.mjs
• pnpm exec oxfmt --check scripts/package-hosted-console.mjs package.json .github/workflows/publish-hosted-console.yml
• pnpm package:hosted-console
• tar content check for no nested dist/release
