feat(dev): add local harness installer
feat(dev): add plugin removal commands
Codex supports and auto-detects hooks/hooks.json at the plugin root, so the manifest must not repeat the hooks path because it is redundant, not because Codex hooks are unsupported. Update the validation message and add a clarifying comment to match the official Codex docs.
