Adds content tags for various NPCs. - Mainly outdoor homepoints and city ones.
Will rebase/fix any shifts that happen.

I personally verified with DATs from a 2008 version of the game to ensure that Metalworks, Walls & Ru Lude Gardens did not have home points - they were added in the 2013 update below.
