fix(issue-template): separate logs from screenshots

Summary

• add Chinese and English text to the bug report issue form
• keep screenshots in the Actual behavior field so pasted images render normally
• make the Logs field log-only and keep render: shell for stack traces and terminal output

Why

The previous combined Logs or screenshots textarea used render: shell. Screenshots pasted there were rendered inside a code block instead of as images.
