This only changes _where_ already-consented events go — opt-out (`DO_NOT_TRACK=1`, `EVLOG_TELEMETRY=0`, `evlog telemetry disable`) and the `EVLOG_TELEMETRY_ENDPOINT` override still work exactly as before.
