Add NekoBuddy workspace runtime bridge entry

Summary

• add NekoBuddy workspace adapter commands for bridge discovery, direct POST, send-workspace, receive-workspace, and rollback-workspace
• reconcile authorization scopes plus action events/results by stable request_id
• cover runtime entry with a mock localhost bridge and document the new commands/status
