This PR updates the public manifests for GPUDirect-TCPX to use the qualified versions of the NCCL plugin (v3.1.12) and the Rx Buffer Manager daemon (v2.0.15).
It also adds the GPUDirect-TCPX release notes documenting this update and the previous release to help existing users upgrade their clusters.
