Adds annotations/ sidecar directory with protocol-mapping labels for
the 78 MTR emergency scenarios. Sidecar format keeps the scenario
YAMLs untouched (they are in a protected modification zone per
.claude/rules/corpus.md) while layering cross-protocol external-
validity labels.
mpds_mapping.yaml reviewed pilot: 5 entries (MTR-001,
008, 010, 015, 018), all Delta + CBD-1
