Tiny addition to BoS base, might also do more there but will confirm another time.
Rebalances some loadouts and sets the hour requirements. Also implements the removal of rangers, legion, cyborg and temporarily super-mutants. Super mutant role may return in time when we can organise a better setup for them.

About The Pull Request
Removes the legion from the bottom right, replacing them with BoS. No more BoS town. Removes the Super-Mutants until a positive alternative can be made/found. At the moment they either do everything or do nothing.

BoS engine room will be detailed when the generator/power update is merged.
Set the hours for all factions active on pahrump. Will adjust more hours and time-slots when needed/able.
Added two bunkers to the map that were previously not connected. They appear to be functional and operational. Also created one new bunker, lockpick themed.
