Bumps fbuild to 2.3.2 so the autonomous release workflow can publish the USB VID protobuf cache support.

Validation:

  • soldr cargo metadata --format-version 1 --no-deps
  • git diff --check -- Cargo.toml pyproject.toml Cargo.lock
