Add Missed-Fee Opportunity Top N Destinations panels#524

Add a new dashboard row to the routing dashboard surfacing the missed fee opportunity toward top destination peers. Panels aggregate failed forwards (Outcome = 2, WireFailureCode = 15 / temporary_channel_failure) within the selected window and rank destinations by missed fee. The new section includes stat panels for total missed fee (BTC), missed volume (BTC), and turnover-adjusted deployable liquidity estimates, parameterized by $topN, $node, and $feeMultiplier variables.
