[CERT-245] StudentEdOrgResponsibilityAssoc scenario

This pull request introduces comprehensive support for the Student Education Organization Responsibility Association (SEORA) entity and its related API scenarios, logging, and configuration. It also adds new sample data and auxiliary scripts for StaffEdOrgAssociations. The changes enhance the test coverage and data setup for both student and staff education organization associations.

StudentEdOrgResponsibilityAssoc (SEORA) Support:

• Added logging specification for StudentEdOrgResponsibilityAssoc in logging.js and exported it for use in scenarios. [1] [2]
• Created three scenario files for SEORA (valid GETs and update validation), covering creation and update flows, with pre/post request scripting and assertions. [1] [2] [3]
• Added detailed documentation and configuration for SEORA, including entity config and folder documentation. [1] [2]

Sample Data and Descriptor Enhancements:

• Added a sample data file for ResponsibilityDescriptors, enabling retrieval and use of descriptor values in test scenarios.

StaffEdOrgAssociations Sample Data and Utilities:

• Introduced a suite of auxiliary scripts for StaffEdOrgAssociations (GET, POST, PUT, GET by ID, DELETE, and a step scenario) to facilitate setup and teardown of staff-organization associations in test environments. [1] [2] [3] [4] [5] [6]
