Add twenty arXiv DEP-A whitepaper reviews

What changed

• Adds 20 public-safe DEP-A paper-review packages, each containing one README and one validated whitepaper review.
• Updates the DEP-A publication index with one owning section and row per canonical paper.
• Preserves the required commit sequence as four independently audited five-paper batches.

Why

This drains the scheduled primary-tier arXiv review window while keeping source documents, validators, cache ledgers, manifests, and machine context private.

Validation

• 20/20 full PDF and matching full-paper HTML source-integrity gates passed.
• 20/20 reviews passed the whitepaper validator and the 17/20 quality floor.
• Every batch staged exactly 11 declared Markdown paths.
• Local commit, remote commit, DEP artifacts, and publication-index ownership were reconciled after each push.
• Commit sequence: 5, 5, 5, 5.
