Anchor the full house rule (4-digit IDs, EN-only, status taxonomy, genesis OPSEC, rebrand pattern, reference-stub) for satellite repos; regenerate INVENTORY. Closes #994 (canonical slice).
Hoist global HITL engineering rigor from satellite boilerplate into one referenceable ADR; global×local criterion; fix README Ecosystem section outside Index table (CI sync). INVENTORY.txt regenerated; .sig unchanged (advisory HITL — operator re-signs when chosen).
