Outbound: Add archival candidacy content to archival guide

Problem

Currently, the guide does not cover our methodology for identifying repositories for archival. Based on our work developing the archival-identifier tool, we would like to share our guidance and learnings on this topic

Solution

• Assessing Archival Candidacy: Talks about the technical and nontechnical reasons of why a project may be archived
• Using metrics to evaluate project health: Talk about the 4 metrics groups we look at to determine archival candidacy along with our 5 status determinations

• Grammar edits

Result

Our guide is fully up-to-date with the CMS OSPO's path of archival approaches
