Upgrade module to use OCI Repository and be Partition aware

I've refactored this module to use AWS ACK OCI Images vs bundling them in the module.

Additionally, the following changes have been made:

• Remove explicit namespace management, and let helm create the namespace as needed
• Add AWS Partition Awareness, to allow for use in GovCloud
• Default IAM Roles, removing the need to specify the policy used for each component

Requiring the component version is a breaking change

Types of changes

• Bugfix (non-breaking change which fixes an issue)
• New feature (non-breaking change which adds functionality)
• Breaking change (fix or feature that would cause existing functionality to not work as expected)
• Documentation Update (if none of the other choices apply)
