Adds DIP-12: The Business Direction to the community-review queue and links it from the README index.

DIP-12 sets DIMO's new direction. After several years of a consumer rewards model, DIMO's real market turned out to be businesses paying for vehicle session infrastructure (digital keys, scoped telemetry, spend controls, verifiable attestations). The proposal makes four changes:

  1. Business focus — make serving businesses (fleet/rental, OEM captive finance, tolling, insurance) DIMO's primary focus.
  2. Rules-based fee burn — link $DIMO to network use via a transparent fee burn paid from network fees, and burn 150,000,000 $DIMO from the treasury to bring the Foundation under 20% of supply.
  3. Session infra to Ethereum — move vehicle identity, attestations, and consent records onto Ethereum, where $DIMO has always lived.
  4. Reform baseline issuance — rewards flow only to vehicles that prove ownership and are actually in use (amends DIP-2).
