Vendor Alerts: - Changed timer from 30 minutes to 5 minutes for faster updates - More responsive to service status changes BBC News Deduplication: - Added global deduplication across all BBC feeds - Prevents same article from appearing in multiple BBC feeds - Tracks last 200 BBC URLs globally - Top Stories, UK, World, Politics, etc. now share dedup list - Each BBC article will only post once across all BBC feeds

Add ExecStartPre lines to stop and remove any stale container before starting a new one. This prevents 'container name already in use' errors after unclean shutdowns (e.g. power failures) where Docker dies without cleaning up dead containers.
