What changed

  • Reframes the public gateway around a reviewable Decision Dossier.
  • Adds a local-only CSV/JSON readiness Studio and evidence-tiered claim compiler.
  • Adds a complete fictional dossier with visible boundaries, provenance, and print support.
  • Connects saved Atlas context to dossier and local-evidence planning flows.
  • Simplifies Atlas progressive disclosure and adds county next-step framing.
  • Updates the allowlisted static build, CI critical paths, EN/ES catalog inventory, documentation, and browser contracts.

Claim-integrity follow-up

The second review loop found that a user-controlled tier selector and URL-supplied dossier text could visually overstate a claim. The final implementation binds the tier to the browser-local readiness result, invalidates stale results when evidence declarations change, passes only an opaque session key to the dossier, regenerates canonical claim language there, and rejects crafted tier/claim/action URLs.

Impact

Advocates can inspect whether local evidence is ready, generate language that stays inside its evidence boundary, and carry the result into a reviewable draft without uploading report rows or turning official state counts into local risk claims.

Validation

  • make verify: 1,792 tests passed, 90.25% branch coverage
  • Web contracts, axe, RTL, i18n/pseudolocale, claims parity, security, reproducibility, and dataset conformance passed
  • Desktop and 390px mobile browser review; no horizontal overflow
  • Crafted dossier URLs and stale readiness results tested fail-closed
