Remediate the DOCUMENTATION-STANDARD §9 audience-register failure flagged by the latest conformance run:

  • DOC-17 (readme_quickstart): move the ## Quick start section up beside the status line so a quickstart-class heading lands within the README's first 60 lines; the long 'Where this is right now' status blockquote moves into a later ## Project status section. All content preserved — placement and register only. TOC reordered to match.

Verified with automation/conformance_check.py: readme_quickstart PASS — quickstart-class heading in the first 60 lines.

Commit is DCO signed-off.
