This PR is to document our changes to change soil layer in coupled MPAS-NoahMP.
The original hard-coded 4-layer is now changed to 10-layer, and in the future will be flexible (perhaps in namelist control).
Code changes are included in these 4 file changes and to run it will change namelist option in namelist.init_atmosphere and namelist.atmosphere
