The update includes switching to GitHub actions that do not depend on the now deprecated Node20, changing Julia version to 1.10 (LTS), and using a more robust Julia dependency caching approach.

The validation issues related to the 'draft_new_items.dic' dicitionary should be
addressed in a separate PR as it involves the additional of new imported dictionaries.
