What Does This PR Do?

• Fixes types/typechecking all around
• Fixes trailing slash issue so that the static correctly add trailing slashes. The server already handles this, so no user facing changes. The updated canonicals URL's should allow lint:linkcheck to pass now.
• BB2-4874 Data dictionary v1 #470 Bumped Astro version, so this PR also bumps various dependencies to their latest working versions
