Five evidence-based strategic plans/ADRs from the deep-dive review. Docs only. Several items are smaller/safer than feared (flight-attach reads already converged; migration split-brain ~resolved; Job.mission_id FK already exists; DJI cliff is 2029). Implementations dispatched separately.
