Replace unmaintained Projektanker/Icons.Avalonia with Optris fork - #264

Projektanker GmbH has been dissolved and the original repository is no longer maintained. Optris GmbH has adopted the project and ported it to Avalonia 12; the maintained continuation lives at https://github.com/Optris/Optris.Icons.Avalonia and is published to NuGet under the Optris.Icons.Avalonia.* package IDs.

It's been about 10 days now with no reaction. They haven't marked the repository as archived, but their GitHub accounts have been inactive for roughly a year, so I doubt one is coming. Meanwhile it's been over 3 weeks since the Avalonia 12 incompatibility was first raised in their repository, and people landing on this list will still try the Projektanker version and have their applications crash on startup. |

it's been another month. You are still directing to an outdated, dead package. It would be great if we could resolve this. Projektanker is dissolved and won't respond. (in the meantime our package has already gotten over 10K downloads) |

Updates the Theme & Icons section to point to the maintained continuation of
Projektanker/Icons.Avalonia.Users of Avalonia 12 will have their applications crash if they use Projektanker/Icons.Avalonia
Neumorphism.AvaloniaandPalette Designer); the oldIcons.Avalonialine has been removed to avoid pointing readers at an abandoned repo.The XAML XML namespace URL is preserved in the fork as an opaque identifier, so existing consumer XAML keeps working — only the NuGet package IDs and C# namespace changed (
Projektanker.Icons.Avalonia→Optris.Icons.Avalonia).
