Propagate the removal of the committed strucpp-0.5.14.tgz and the *.tgz gitignore rule to main, so future releases don't leak a stale tarball asset.

The npm tarball is a build artifact produced (and published to the GitHub
Release) by the pipeline. A committed copy served no purpose and leaked into
release assets via the `strucpp-*.tgz` upload glob. Remove it and ignore
*.tgz so it can't be recommitted; the only tarball should be what CI builds.
