The 2.19.0 winget publish is blocked on Microsoft's moderator merging the initial New-Package PR (microsoft/winget-pkgs#397416) — winget-releaser can only update existing packages. This temporary workflow checks that PR twice a day; once merged, it dispatches the publish for the latest gui release (so it stays correct if a newer release ships first) and disables itself. If the PR is closed unmerged, it fails loudly and disables itself.
Safe to delete once the package is live on winget.
