Add rdfs:comment to :AnnexIII_List explaining it is an open-world extension point by design — not orphaned dead code. New Annex III categories add via bfo:0000051 (has_part); peer regulation lists (GDPR, EO etc.) follow the same pattern. No semantic change. Closed due to merge conflict from the :AnnexIII_Condition_Q1 to :AnnexIII_Condition_1a IRI rename that landed in subsequent PRs. Same intent applied fresh in #39 against current main, with pipeline + regression tests verified. |
