This PR is intentionally empty after removing the experiment-local server launcher.
The provisioning abstraction belongs in the shared RL-Harness backend, not in each experiment. The replacement branch adds a generic command:
It centrally derives refs/run names, deploys or reuses the endpoint, injects the one-GPU-safe resource layout, uploads to B2, monitors progress, and validates durable completion.
